Infant and Toddlers Program

About the Program

The Virgin Island Infants and Toddlers Program (ITP) is a territory wide, family-centered, multi-disciplinary system of early intervention services for infants and toddlers  from birth through two years of age who have disabilities or developmental delays.  

The program is fully funded by Part C of the Individuals with Disabilities Education Act (IDEA) and the Department of Health is the Lead Agency. 

The ITP  is charged with implementing a territory-wide, comprehensive system of supports and services for infants and toddlers with developmental delays and their families including;  Service Coordination, Developmental Therapy, Speech/Language Pathology, Physical and Occupational Therapy, Vision Screenings and Audiology.  All services are performed  in the child’s natural environment to the extent possible.  

How to Use the Program and Who Can Use the Program 

Our referral process is simple. Anyone can send a referral to the Infants and Toddlers Program in person, by mail, facsimile or telephone. Relevant family contact and demographic information is necessary to follow-up with the parent/legal guardian of the referred child, and information about the developmental concern or the established diagnosis must be provided. Parent/Legal Guardian consent for evaluation and services must be provided, in writing, to the Infants and Toddlers Program. This program is voluntary. Parents can exit services at anytime. However, children exit (or transition from) the program at three years of age.

Program Costs

No cost to the parent, at this time.

Infants and Toddlers Program – Part C of IDEA FFY 2024 Grant Application Comment Period

The Virgin Islands Department of Health wishes to advise the public that the FFY 2024 Grant Application for funds under Part C of the Individuals with Disabilities Education Act (IDEA) is available for review in both districts for 60 days starting March 20, 2024, ending May 20, 2024. There is an opportunity for public comments for 30 days, beginning April 1, 2024, ending April 30, 2024. The application will be available for review at the following locations.

  • On St. Thomas in the Infants and Toddlers Program conference room on the first level of the MCH building located at 3241 Estate Contant Suite #7.
  • On St. John at the DeCastro Clinic located in Cruz Bay.
  • On St. Croix call 340-244-1689 or 340-201-9790 to make an appointment to review the application.
